Municipal Technical Assistance: Helping Communities Turn Redevelopment Challenges into Action
Every community has properties with potential. What is often missing is the capacity, expertise, funding, or coordinated support needed to move that vision forward.
Maine Redevelopment’s Municipal Technical Assistance program works directly with communities to tackle those barriers. We provide hands-on assistance to help municipalities evaluate challenging properties, understand their options, identify resources, engage the right partners, and build a realistic path toward productive reuse.
Our approach starts with listening. Maine communities are different in their size, staffing, resources, market conditions, and redevelopment needs. Rather than applying a one-size-fits-all solution, we meet communities where they are and work alongside local leaders to identify priorities and determine where Maine Redevelopment can add the most value. This reflects our broader role as a statewide connector and catalyst, bringing together the expertise, resources, and partnerships necessary to move stalled properties forward.
From “Stuck” to Moving Forward
Redevelopment can be complicated. A single property may involve environmental concerns, ownership or title issues, financing gaps, market uncertainty, community priorities, regulatory requirements, and multiple public and private partners. For municipalities with limited staff capacity, figuring out where to begin, or what to do next, can be one of the biggest obstacles. That is where Maine Redevelopment can help.
Our technical assistance is designed to strengthen a community’s ability to plan, prioritize, and advance property reuse. Our assistance may include:
- Redevelopment strategy and project planning — helping communities understand a property’s challenges, opportunities, readiness, and potential pathways forward.
- Funding and resource navigation — identifying potential grants, financing tools, and capital sources and helping communities think strategically about funding and capital stacking.
- Partner coordination — connecting municipalities with regional organizations, state and federal agencies, technical experts, academic institutions, developers, and other partners.
- Community engagement and facilitation — helping communities identify stakeholders, build local participation, and ensure redevelopment strategies reflect community priorities.
- Technical expertise and capacity building — providing guidance, tools, training, data, and outside expertise that may not be readily available at the local level.
- Moving from planning to implementation — helping translate studies, community visions, and redevelopment concepts into actionable next steps.

Our work with individual communities also informs a larger statewide effort. Through local partnerships and pilot projects, Maine Redevelopment is developing practical approaches that can be tested, refined, documented, and shared with municipalities and regional partners across Maine.
Over time, this work will include an expanding collection of tools, templates, case studies, and redevelopment resources designed to make it easier for communities to navigate complex projects. Maine Redevelopment is also working to more closely integrate technical assistance with funding navigation and capital strategies so communities can move more efficiently from identifying a challenge to implementing a solution.
